CCEJN JOB ANNOUNCEMENT

Position: KEEN Coordinator

Central California Environmental Justice Network (CCEJN) requests applications from motivated individuals to fill the position of Coordinator for the Kern Environmental Enforcement Network (KEEN). CCEJN seeks to preserve the natural resources of the San Joaquin Valley by working towards minimizing or eliminating environmental degradation within our communities.  Rural communities in California’s Central Valley suffer a disproportionate amount of negative health, social, and economic impacts due to disproportionate environmental degradation. Central California Environmental Justice Network (CCEJN) upholds the principles of environmental justice through direct action, movement building, advocacy, and resident engagement in all of its efforts. 

Recently, CCEJN acquired two resident reporting networks of environmental hazards.  The Fresno Environmental Reporting Network (FERN) and Kern Environmental Enforcement Network (KEEN) are networks that solidify resident’s involvement with the regulatory and enforcement process.  These platforms bring community residents, non-profit organizations, and government agencies together for the purpose of solving environmental violations or hazards.

 Position Description

The selected candidate will help to increase the efficiency of the KEEN project in regards to solving environmental hazards and advancing multi-disciplinary collaboration to enhance the enforcement process.  This candidate will also use KEEN gathered data and expertise to advocate for improved regulations and policy surrounding environmental justice communities.

Essential Duties and Responsibilities

1.       Develop expertise of current environmental justice issues in the San Joaquin Valley and specifically in Kern County including:

a.       Access to safe drinking water
b.      Air quality
c.       Hydraulic fracturing
d.      Land-use practices
e.      Transportation justice
f.        Cumulative health impacts
g.       Hazardous waste
h.      Pesticide use
i.        Etc

2.       Develop expertise on government agency specific practices including:

a.       Regulations and enforcement
b.      Permitting processes
c.       California Environmental Quality Act (1970)
d.      Regulatory agency jurisdiction
e.      Monitoring and Inspections
f.        Supplemental Environmental Projects
g.       Etc.

3.       General Tasks

a.       Attend government and community organizing meetings as required.
b.      Use excel to track hazard reports, enforcement actions, violations, etc.
c.       Keep the KEEN website up to date.
d.      Schedule and lead monthly KEEN meetings.
e.      Communicate with CCEJN Coordinator and CCEJN Unity Council constantly.
f.        Attend and testify at regulation hearings and other public forums.
g.       Build campaign strategies to advocate for regulation updates and stronger enforcement patterns.

4.       Develop relationships with community groups in Kern County with an emphasis in the
South Kern Communities of Arvin, Greenfield, Weedpatch & Lamont

a.       Establish active community reporting groups that involve resident based information gathering.
b.      Deliver presentations to resident groups about the KEEN network and hazard identification.
c.       Promote the use of KEEN to report environmental hazards.
d.      Develop relationships with other non-profit groups that allows for the fostering of community monitoring and resident based data gathering.

5.       Develop relationships with regulatory agencies.

a.       Promote agency participation in the network.
b.      Identify opportunities for multi-agency collaboration to enforcement actions.
c.       Develop a system of inter-agency referrals of reports.
d.      Work with agencies to increase the project’s usefulness to their enforcement process.

6.       Other duties as required.

 

Qualifications

1.       Bachelor’s Degree and 2 years of successful related experience.
2.       Demonstrated knowledge of grassroots organizing strategies and campaign building strategies.
3.       Ability to work well with diverse groups.
4.       Ability to work on various projects simultaneously in order to meet deadlines.
5.       Proficient communication skills: oral and written.
6.       Ability and willingness to work extended and irregular hours as needed.
7.       Ability and willingness to travel regularly in Kern County.  Some travel outside of the county sometimes including overnight stay may be required.
8.       Bilingual: Spanish and English.  Ability to translate conversations and documents between both languages.
9.       Proficiency with Microsoft Office products (Excel, Word, Outlook, Powerpoint, etc)
10.   Must work with limited supervision—create sound work style and be able to develop his/her own schedule in order to complete tasks.
11.   Strong commitment to environmental justice and the mission of CCEJN.

  • The KEEN Coordinator will be based out of the city of Bakersfield.
  • This is a full-time salary position.  Includes benefits, mileage reimbursement, and partial cell phone subsidy.
  • Salary based on experience.
